Deletes and recreates all of the AWS resources (for example: the Auto Scaling group, load balancer, etc.) for a specified environment and forces a restart.

Note:

For PCL this operation is only available in asynchronous form. Please refer to RebuildEnvironmentAsync.

InsufficientPrivilegesException The specified account does not have sufficient privileges for one of more AWS services.
