Builds a bot, its intents, and its slot types into a specific locale. A bot can be built into multiple locales. At runtime the locale is used to choose a specific build of the bot.
This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginBuildBotLocale and EndBuildBotLocale.
