Registers your account as a publisher of public extensions in the CloudFormation registry. Public extensions are available for use by all CloudFormation users. This publisher ID applies to your account in all Amazon Web Services Regions.

This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginRegisterPublisher and EndRegisterPublisher.
