Creates a branch in a repository and points the branch to a commit.
Calling the create branch operation does not set a repository's default branch. To
do this, call the update default branch operation.
This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginCreateBranch and EndCreateBranch.
