Describes the specified placement groups or all of your placement groups.
To describe a specific placement group that is shared with your account, you
must specify the ID of the placement group using the GroupId parameter. Specifying
the name of a shared placement group using the GroupNames parameter
will result in an error.

This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginDescribePlacementGroups and EndDescribePlacementGroups.
