Starts an Amazon Aurora DB cluster that was stopped using the Amazon Web Services
console, the stop-db-cluster CLI command, or the StopDBCluster
operation.

This operation only applies to Aurora DB clusters.
For .NET Core this operation is only available in asynchronous form. Please refer to StartDBClusterAsync.
