Copies the specified DB parameter group.
You can't copy a default DB parameter group. Instead, create a new custom DB parameter
group, which copies the default parameters and values for the specified DB parameter
group family.
For .NET Core this operation is only available in asynchronous form. Please refer to CopyDBParameterGroupAsync.
