Return clock skew correction value for an endpoint if there is one. AWSConfigs.ManualClockCorrection overrides globally any calculated service endpoint specific clock correction value.

Clock correction value for an endpoint in TimeSpan. TimeSpan.Zero if no such clock correction is set.
