Creates a configuration set.
Configuration sets enable you to publish email sending events. For information about using configuration sets, see the Amazon SES Developer Guide.
You can execute this operation no more than once per second.
This is an asynchronous operation using the standard naming convention for .NET 4.5 or higher. For .NET 3.5 the operation is implemented as a pair of methods using the standard naming convention of BeginCreateConfigurationSet and EndCreateConfigurationSet.
